Surface Pro 4 with Windows 10 LTSB (1609) - Touch Cover unresponsive

I have recently reloaded from a WDS image a Surface 4 to Win 10 LTSB (1609). I cannot get the touch cover to respond, both keyboard and touchpad.

 

 

I have installed the latest firmware for this edition of Windows "SurfacePro4_Win10_14393_1708001_0" which installs successfully. In device data-gr-id="20" id="20">manager there are no missing devices and are also none that are marked as having a problem.

 

 

I have tested this on 3 separate devices (all Surface Pro 4) and none of them work after being reloaded. Does anyone have any ideas on how I can troubleshoot further or even resolve the issue?
