Windows ran into a problem

I run windows 10 1809 on Dell inspiron 15. my PC keeps crashing into a blue screen with this :( emoticon on it displaying "sorry windows ran into a problem. we're just collecting some error info well restart it for you." and after 30 seconds or so it boots back up. this usually happens when I'm online. the pc also has other problems, for example if i turn on mobile hot spot and I try to turn it back off the wireless network driver completely freezes and I have to restart it to be able to use it again. and while trying to install the feature update 1903, it failed once and on the second attempt the update froze at "Downloading...100%". I tried running the windows update trouble shooter and this is the diagnosis
