Corrupted or Faulty mcf90.dll

I have an issue with mcf90.dll I am trying to use that when scanning into Engagement software. We have tried uninstalling Microsoft Visual C++ 2008 but it never removes the file. We have tried just doing a repair, but it doesn't appear to do anything as the date never changes. The program resides here:

 

C:\windows\winSxS\X86_Microsoft.vc90.mfc_1fc3b9a1e18e3b_9.0.30729.6161_none_4bf7e3e2bf9ada4c\mcf90.DLL

 

Microsoft sees this as a system file so I cannot just go to the folder to remove it.

 

I also tried using the MicrosoftProgram_Install_and_Uninstall Program. That said it worked but when I go look in the directory the folder and the programs are still there.

 

Anyone have any ideas.
