Is anyone aware of any free programs (or at least reasonably priced) for enhancing video quality, that is, graininess, clarity, sharpness, colour etc.?

Decent free video editing software is hard to find. It's even harder to find software that doesn't want to foist other third party programs during the install. The installers can be tricky. I always suggest to make a manual system restore point before installing just in case.

 

The other problem I see is that you have Windows 8 and it's probably 64 bit. A lot of freeware is old and is not updated for that. However I have installed two programs on my Windows 7. One was for Vista and earlier. The other was for 32 bit Windows 7 even though my Windows 7 is 64 bit. Both programs worked. Both of these are not for Windows 8 but there is a high probability they will work as the basic structure of Vista, 7 and 8 are very similar.

 

VirtualDub has some of the functions you want and the install was clean without any foistware. I only tested the program briefly so I don't know much else about it.

For video editing I think you will find that the things you wish to do such as colour correction, sharpness etc within a video, you will have to pay for a program, I have tried many different free video editors, not one of them would do what you want. However I did write a review on one that at least can improve on colour and to some extent other problems, and you can find the review and a link for the software in our forum magazine here :-

It is a paid for software, however not too expensive in comparison to some others, unfortunately the down side to that is the license is only for twelve months, so if you wish to continue you do have a fee to pay each year. That though is no different than some paid for antivirus software as they are also for twelve months at a time.

 

Lightworks is a fully professional software and as I said in the review, to use it to its full potential, it does have a big learning curve, though well worth the effort once you find and learn its capabilities.
