Samsung Galaxy Tab 3 - slow - freezing

As part of a phone deal a Tab 3 was thrown in, since day 1 it has been sluggish in operation, especially surfing the web. No mods done to op system. Clicking or scrolling sometimes nothing happens then 5 or 6 commands rush to the screen and mess up editing or anything else being used.

Is this normal, or should I return to Samsung for a check over

sorry there has been no reply till now, and unfortunately I know nothing about them, as it seems no one else here knows much about that Android system either, so perhaps a contact with Samsung or a local dealer may be the way forward for you unless someone can step in here.
