The error message says the service is not running, and should be manually started. I have run services.msc and looked for a service named Help... but cannot find it, no services with this name (or similar) is listed. Any ideas? I had to search for 'netsvcs' 'cos the phrase 'help and support' returned nothing. Anyway, problem solved.
