The background files are present in the Screen Properties list but greyed out. The .bmp files do exist on the disk, but I can only select a background color. This does seem to be linked to the specific user as upon login/logout the custom background I had formerly does appear for a few seconds before the Windows login/logout screen. Is there a way to restore background selection? I presume it is linked in the registry with the specific user profile. Thanks! Andrew

Open Notepad and paste it in. Save the result in a suitable location as wallpaper.reg - making sure that the default .txt extension doesn't appear in the file name. Double-click on the saved .reg file to merge the contents.
