Can you please specify what application you are using and whether this happens for every single download? It might be server or the application itself. Usually when Internet Explorer finished downloading the file, it moves it from its temporary location which it uses to store the file temporarily while downloading it to the location you specified, thus taking quite a bit of time in doing so.
