File access permissions

[Guest deostroll]

I am the administrator of a pc with win xp installed. Is there any way

I can create a text file such that any other person (regardless of

being the administrator) have access to a file. I am talking of

deleting, writing, saving stuff in that text file. I want other users

to have these privileges for this file only...
