can't create registry key

I tried to install software and I rcvd an error that it could not

create a registry key in HKEY_USERS

 

I opened REGEDIT and confirmed that I can't create a key here.

I can create a key in any other HKEY_... folder.

 

I have an ADMIN user and my user which is also an admin account.

 

XP SP2 with all updates.

 

what do you think is wrong now??

Re: can't create registry key

 

Verify that you have necessary permissions on the HKU Root key. Verify

that the permission are propagated from the root key to child objects.

With the key selected, click Edit, Permissions, then set full control

admin and system is already set to full control.

restricted and everyone is set to read

 

I can create a key in a folder under HKEY_USERS but not in HKEY_USERS

 

is this normal as I can't do it on another computer either?

 

Why would a software install want to write that high a level key if it

can't be done.
