Windows 11, Power Plan only have "Balanced" option, How should i get the other ultimate and high performance option?

Windows 11, Power Plan only have "Balanced" option, How should i get the other ultimate and high performance option?I tried cmd to activate those using pow file and also manually typing those commands but didn't worked!!
