TPM 2.0, RestartPending: True no matter what I do

When I run get-tpm in Powershell I get the following results: No matter what I do, I can't seem to get the "RestartPending: True" flag to go away. I think this is what's keeping me from playing Valorant with Riot Vanguard, but I can't be sure until it goes away. I know a friend who's Powershell shows the RestartPending flag as false and his game works fine. I tried to Clear the TPM with tpm.msc and I tried running initialize-tpm in the powershell, as well as resetting the PC many times. I've also tried to disable and re-enable Secure Boot and TPM in my BIOS.
