Why is 'Microsoft Network Realtime Inspection Service' using ALL of my graphics card processing? How do I stop this?

I've been having a recurring issue for a while now, where out of nowhere, my GPU peaks out in performance, even while not using any programs acting on my GPU. Recently found the source eating up my GPU processing, and it's a program called 'Microsoft Network Realtime Inspection Service.exe'. Through some Google research, this seems to be a part of Windows Defender, and perhaps the firewall system within (guessing by the network term). So far, I have tried troubleshotting by doing the actions listed below (None have permanently fixed my problem):I have disabled the 'cloud based protection' in t
