Computer lags every time i get a notfication sound (like from discord)

Im not sure why, but whenever i get a discord notification, or a sound plays from any other pop up aplication, my computer completely lags. I cant tab out when this happens or click on anything. My drivers are up to date and i dont know what to do. im not entirely sure how to explain it, i can listen to music on youtube while tabbed out but most other notification sounds. i tried once to re install windows but the download failed. please help
