Suspicious "Norton" Notification

I have been having issues with my computer and because I believed it had malware so yesterday I reset it. I chose what I believed to be the most thorough reset I could (remove everything > cloud download) and I thought it went fine. I haven't downloaded anything or clicked any sketchy links since resetting it. But now I am getting a notification from Norton Security telling me to restart my computer... I DID NOT download Norton I don't believe it's associated with Windows in any way? How did it get here? Is this some malware in disguise? I typed 'norton' into my task bar and get no results
