Trying to login to https://account.microsoft.com/devices/recoverykey but it won't send code verification text to my phone

Trying to login to Sign in to your account but it won't send code verification text to my phone I have verified that the phone number is correct, because when I try to add the phone number to my account it says it already exist. However, after entering password, followed by last 4 digits of phone number on the subsequent page, then pressing send code; I never get a text to my phone.
