iTunes keeps failing in Windows 11. It refuses to load music which I have owned for years.

I am trying to load music into iTunes my PC. iTunes on my PC says that some of the music is not eligible and will not load. This is my music not Apple Music that I have owned for years and plays without issue on my 2 macs, iPad etc. Any ideas how to resolve this.
