Hey, my microsoft software protection is using 20-40% of my cpu all the time. What can I do to fix this?

I have done a clean boot, and done other things that has been recommended on microsofts sides and other trusted people but its still using so much cpu. What can I do next? It has been like this for such a long time. For years, but I haven't been bothered to fix it until now...
