There are many locked threads dealing with the need for an OpenGL version in Win10 higher than the installation default of 1.1. I saw no general solution in thread answers so I hope this posting will be helpful. I found that the "OpenCL and OpenGL Compatibility Pack" from the Microsoft Store elevated my reported OpenGL version from 1.1 to 3.3. As a result, I was able to run a Python development environment that required at least GL 2.0 on an ancient 32-bit laptop with a legacy Intel 945 Express graphics chip.
