Popups behind taskbar

Is there any fix for the taskbar popups appearing behind the taskbar?

It's an intermittent problem. Sometimes they all do it, sometimes just on

the system tray.

I've read that sorting the Start Menu works, but I find that sometimes it

does and sometimes not

 

Any good solution?

Sorting the Programs list is the quickest way to restore the "Z order",

there is no "permanent fix".
