Why would Microsoft discontinue users ability to unlock and reposition the taskbar???

Why would Microsoft discontinue users ability to unlock and reposition the taskbar??? I've been using my taskbar on the left side of the screen for 20 years; and now I can't? WTHIf this were my personal machine I'd go back to Win10 immediately.
