When I attempt to sign in to linkone drive it says error and will not let me even input anything. Why does it say error, I can not connect to microsof

It says my microsoft account has been locked, even though I've never logged in with it and when I attempt to unlock it, it says a text message can not be sent to this phone number. Basically it doesn't allow me to get a text no matter what phone number I put.
