Windows reset won't delete old user

Hi,I am doing a full reset and want a new user account.After the reset screen finishes I get a message saying that there has been a request to change the trusted platform module TPM file, do I want to delete it or not. I click yes. Then it says rolling back changes. Reboots and I see the old user sign in page. It does not accept the old password and I cannot continue. Retrying the reset has the same result every time.How can I get my copy of windows working with a vanilla install and start a new user account?It won't boot into safe mode either I can post a photo of the message about the TPN fi
