Can I repair Windows 10 BSOD boot loop without losing programs? Can I just copy system files?

Ran a system restore. Computer did its thing, restarted, asked me to enter password, then crashed. Now Windows 10 is in BSOD boot. Tried to do other restore point under repairs and nothing works. The programs I have on there I don't want to try to reinstall all of them. I have a windows 10 install USB. Is there some commands I can run from the USB boot to have it fix on the C: to fix the system files? Can I connect my hard drive to a working computer and somehow replace the Windows files to make it work again? The broken computer cant connect to the internet to do the DISM online image command
