Windows 11 cannot load new apps says you've entered an incorrect pin too many times

Attempting to install new apps they ask for a pin number that cannot be entered.Windows suggested that I create a new pin. I did that and it works every time for initial log in to the computer. Attempting to install new apps they ask "Do you want to allow this app to make changes to your device" and asks for a pin number that it will NOT allow me to enter. Note says "You've entered an incorrect Pin too many times. (That part is true) To try again, restart your computer. I have restarted several times which has not changed anything. I still can't install new apps.This is a brand new computer
