Trying to reset PC after migrating OS to SSD, deleted contents of Recovery Partition, nothing fixes it

Hi all,THE MAIN ISSUE: Today I decided I want to reset my PC but it told me that it couldn't find the recovery environment whether the external drive was plugged in or not. I believe when I migrated the OS it created a separate "local drive" for the recovery environment (G:), and at some point deleted its contents not knowing what it was. I know, I'm dumb. I don't think I can use partition recovery tools because the partition still exists, however there is nothing inside its "Recovery" folder: Windows Installation Media won't download on my compatible USB drive (error code 0x80070003 - 0xA001
