Why did VK.com choose a bit rate between 1500 and 2500 for videos with VP9 codec and 1080p resolution?

Hello, for some reason, I want to download from vk.com But now I understand that all 1080p resolution videos have vp9 codec and bit rate between 1500 and 2500 Doesn't this bitrate for 1080p reduce the quality of that video? I mean, wouldn't it be better if they chose between 3000 and 5000 instead of this range? Or is it enough for vp9 codec? I want to know if it affects my experience while playing those videos or not?
