Can't Install Quicken (Win 10): Missin .NET Framework INI File Missing?!!?

Edition Windows 10 EducationVersion 22H2Installed on ‎1/‎25/‎2023OS build 19045.2604Experience Windows Feature Experience Pack 120.2212.4190.0Quicken sent me here-they don't have an answer. Can't install Quicken. Installer quits with this message:I have .NET Framework 4.8 & 3.5 installed.SFC shows no errors; the .NET Framework troubleshooter shows no errors.Ideas?Thanks in advance.
