I have been seeing this message (error code 0x800704cf) when attempting to sign into any Microsoft services outside of a browser (Microsoft store, Xbox app, Onedrive, Rewards, and even minecraft). I have no issues with my internet connection as it works on literally everything else but the mentions apps. I cannot sign in to any of them. I have tried everything, even resetting my entire pc and reinstalling from the start.
