how do i optimize and defragment an external hard drive while booting the system.

i have a WD(the brand) 2t external hard drive. i was copying many videos from my phone's internal storage directly to it until it stopped (froze) and i canceled the copying process, and when it got stuck canceling i unplugged it. when i plugged it back in it took my pc quiet some time to read it and when it was recognized it was super slow and was still keeping the preoccupied space for the files which was around 40gb. i then deleted the files with their folder and it was still slow. i researched and found out that i have to optimize it so it may start to work again, with all the files intact,
