I can't open the Windows Defender because it asking for an App which is not downloadable.

I'm having this issue since I upgraded from Win 10 to Win 11. I tried all the method that can solve the problem, powershell in administrator as well, none of them worked. Defender removing all my files which are not viruses of course, and I cannot get them back because I cannot open the Defender. Please someone help me what should I do.
