I reset Windows 11 and I have some problems and questions

So I reset a windows 11 computer. Isn’t a full factory reset supposed to wipe everything out and is like it was when it was new? It’s been a long time since I worked on a computer and never a newer version of windows, the last Windows I worked on was 7 and it was like new every time I reset it. So why is it that it’s asking for my mom‘s password and pin? It also has her name there and the password hint. I wanted to wipe everything out because it had problems in the computer itself. Why did that not all get wiped out?So this has created a problem for me. I put my mom’s pin in and it didn’t work
