Why when I lose my internet connection Windows 11 just totally stops working?

Can anyone here explain me why in the f**k when I lose my internet connection for whatever reason Windows 11 just totally stops working? Like for real, you can't even do local thing because there are dozens of proccesses in the background that require internet connection and the computer will forcefully just ignore me until it has tried (and failed) to do the background tasks that require internet. Like, for what reason those proccesses have more priority than I, THE USER???!!!
