Setup failed installing DirectX SDK June 2010

I tried to run an app but It required directx runtime so I downloaded the DirectX End-User Runtime Web Installer but it didnt work then I tried downloading the sdk as recommended by someone but that also does not work.I get Error code: S1023 while its intalling directx runtime and these 2 logs:1.[03/01/23 20:04:31] module: DXSDKSetup(Jun 2 2010), file: dxsdkhlp.cpp, line: 1261, function: CFusion::CFusion Failed API: LoadLibraryShim() Error: (0x80131700) 2.03/01/23 20:04:31: DXSDKSetup: CFusion::CFusion(): LoadLibraryShim() failed, error = 0x80131700. 03/01/23 20:04:31: DXSDKSetup:
