How can I log onto my computer if I'm locked out?

I am locked out of my computer from startup and can't sign in. It tells me to set up a pin and when I click the option to set one up (its the only iption available), it shows an error message and to either click retry or skip for later. When I hit retry, it shows the same error message (something went wrong). When I hit skip for later, it brings me back to sign in from the beginning but does not show a way to enter user name or password. It only shows the message to create a pin because one is not set up. When I click on set up pin, the cycle begins again! I have tried restoring to an earlier
