I am a computer engineer working at a large tech company, mostly on linux. I have been building systems and gaming on Windows for more than 25 years.Windows has been doing this absolutely maddening halting / stuttering thing for a very long time - through different builds, different installs, different patches... something is wrong; but I'm having a hell of a time trying to figure out what is causing the behavior.I finally caught the behavior on OBS:https://www.youtube.com/watch?v=wuSomMFFBT4This is a video of Performance Monitor and my disk access.
