shift + f - tries opening an app instead of typing a capitalized f

Randomly started. When I go to type a capitalized f, my computer attempts to open an app (no idea what the app is), and a message comes up saying, "this app has been blocked by your system administrator" I have turned off all settings involving shortcut keys, hotkeys, etc., and I still get this message. I have searched to see if there is a way to see what apps are blocked but have not had any luck. It does it using both shift keys and even when using the on-screen keyboard.I understand that I should reach out to our IT help desk since this is my work laptop but usually they are no help and a c
