"Unknown command line option Dynamic Update" in a Windows upgrade?

I'm attempting to use the Media Creation Tool as a way to cleanly transfer my files from one drive to the other,(long story), as if the tool detects you already have a windows installation, it will offer to also move all the files and programs and etc. from your old install over to your new install. (unfortunately this option is only available if launched from within windows and not from a disc/usb stick)I want to take advantage of this, but when I try to run the program, it's able to download everything it needs, get everything prepped, then get the setup window fullscreen before it spits out
