My mobile phone's OneNote data app is complete compared to using the OneNote app on my PC

Hi, Would appreciate your help, when I try to access my OneNote on my PC, I get this message "There was an error communicating with the endpoint at "https://docs.live.net/skydocsservice.svc'. The server returned HTTP status code '401 (0X191)'. The requested resource requires user authentication. The operation identifier is not valid. Error : 0x803D005. When I click the "try again button" It opens up OneNote but with missing Notebook sections and it adds misplaced sections. I don't have problems accessing OneNote from my mobile phone though. Clicked on the synch icon on the mobile app, but n
