How can I fix a bug that doesnt allow me to have two different backgrounds on separate displays?

I cannot change the background for individual monitors using the personalization settings. I tried using right-click and then setting as "desktop 1" & "desktop 2", but there's no effect when I use "set as Desktop 2" and it only changes both backgrounds when I use "set as desktop 1". It worked normally on my wife's profile but it keeps bugging out on mine. Any guidance would be extremely appreciated.
