I factory reset my laptop, and its on a boot loop of downloading windows 10 at 64%

My Lenovo Ideapad(130 15ast) was running extremely slow, and I didn't have much important stuff on it, so I decided to factory reset it, then upgrade my ram for better performance. So then I factory reset, and it finishes doing it. After that, It had to download windows, where it says that it's 64% and will restart several times. It does that a ton, so then I just decided to leave it on all night long. I wake up, check on it, and to my surprise, It's still 64%!
