When I turn my pc on my keyboard and mouse act as if there is no input or there not plugged in and I can’t get onto the sign in menu

My computer doesn’t do anything when I turn it on like when I use my mouse it doesn’t do anything and my keyboard does the same it won’t let me get onto the sign in so I can’t access anything on there please help
