Is it advisable to upgrade a 2.93 GHz, 2 GB Ram PC from windows 7 sp1 to windows 10 or 8.1 for light games like cs source or pes 13 ?

Hey,I need to upgrade my secondary pc from windows 7 sp1 to windows 8.1 or 10,But the thing is it has only 2 GB ram with a not so bad Pentium e7500 with 2.93 Ghz.So, should I upgrade or stick to the same OS as I have to give that to my brother for gaming and studies.Thanks.
