Program taking "window priority" and CANT find any answers!!

Hi,So basically my problem is the next one and I havent found a fix for this. Im trying to open a program WITHOUT admin permissions because EVERY TIME I use this software, a different program cannot go Fullscreen Exclusive because it says "Fullscreen is not supported because your operating system gives priority to another window". The MAIN program I use is for streaming and when I open it everything is good BUT as soon I start using it, the other program "fullscreen exclusive" disappears and says the thing about window priority.
