How to stop the Canadian Multilingual Standard (CMS) keyboard from getting installed / appearing in the system tray even after removing it?

Hi there I am on Windows 11, updated from Windows 10, and I have had this problem on both versions of Windows. The Canadian Multilingual Standard (CMS) keyboard/layout keeps getting installed and added to my keyboards / layouts list in the system tray. Interestingly this CMS keyboard/layout does not appear in the list of languages/keyboards under the "Language & Region" settings. I do not understand how Microsoft has not yet resolved this issue while it has existed for many years now. There are posts/questions on the internet dating back to as far as 2015 addressing the same issue. The
