Why does Windows say my C Drive is out of space when I try to save a file.

I was trying to save a file on my C drive, but got the dreaded Out of space error message. I did the Properties on my C-drive and it says I have 9GB left (out of 120GB). The file was a jpg that is only a little more than 1MB in size. What is going on?
