My troubleshooter and some apps aren't working, and my PC won't reset properly as well, how to fix this?

Good Morning all,I'm currently having trouble with my Windows PC, after downloading an application suddenly my DISM and Command Centre functions aren't working properly (they keep saying 'The application was unable to start correctly (0xc0000142)'), and my troubleshooter is not working either (the error code it is showing 0x800706BE). I thought about restarting my PC to fix the issue but that is not working either (It keeps saying nothing has changed). I need help.Kind regards
