my mouse keeps on auto scrolling, i tried 100+ tutorials, it keeps on auto scrolling, how do i fix it?

I don't know whether or not its the mouse's problem, or the laptop, and another problem is that whenever I click on a tab I either, duplicate it to 100 tabs - or - close it without even closing it(sorry for my bad grammar, I'm an idiot even though it's my first language)
