"Windows (11) cannot find '<file>'. Make sure you typed the name correctly, and then try again." But the file is what I just clicked on!

This morning, when I started up my computer, I started getting this error all over the place.This occurs even when I've clicked on that file in Explorer directly, so I'm not typing the name at all. Most often the test case is a PDF file, so I attempted to uninstall Foxit Reader (in order to reinstall it). I get the same error, but this time it's talking about unins001.exe. Since it gives me the whole directory, I can check it and the file is there. Based on searching the internet, several references say to rename the file. Renaming the .exe (and the associated .dat and .msg files) appears
