PC won't shut down all the way after new parts

I have recently upgraded all of my parts except my PSU, when I shut down through windows I see everything turning off initially (my display, keyboard and mouse) but the fans will not turn off and neither will the power light unless I manually press down the power button. The thing that worries me the most is the first night this happened both of my screens had glitched out to where they were both filled with small rectangles of different colors then the second night that it happened, the rectangles only filled the right side of both screens (picture in attachment)Parts list: Cpu:Ryzen 5 4500Ra
